Barrie Segal Parking Ticket Award for City Quay saga

A Dundee pensioner who flatly refuses to pay parking tickets issued outside his home is to feature in the second volume of a critically-acclaimed book about the "wildest parking ticket stories from around the world."

Mr Segal is the UK's leading expert on parking tickets and parking ticket law. He set up www.appealnow.com to help people contest parking tickets and brought out a book called The Parking Ticket Awards: Crazy Councils, Meter Madness and Traffic Warden Hell.

"The whole situation is symptomatic of the madness which has been allowed to turn private parking into a multi-million pound industry which has made so many motorists' lives a misery," Mr Segal said.

"Mr Reilly's stand will certainly be in volume two of The Parking Ticket Awards: Crazy Councils, Meter Madness and Traffic Warden Hell."

Mr Reilly, of Marine Parade, near City Quay, has received thousands of debt collectors' letters demanding "late fee" payments of £207 for each £100 ticket he has ignored since June 2009.

Every day he parks his Land Rover in the designated space outside his home, but will not display a parking permit on principle and is prepared to go to court against the operators, Central Ticketing .

Property management firm Ross and Liddell employs Central Ticketing to cover the streets surrounding most addresses in the City Quay area.

The company has offered to forget all of Mr Reilly's tickets should he back down from his stance and agree to have permit procedures explained.

Mr Reilly, however, is adamant that it is his space and he should not have to show any kind of pass.

Mr Segal added, "The solution is very simple -- Central Ticketing and Ross and Liddell know the registration number of Mr Reilly's vehicle so why do they need him to display a permit?

"The so-called 'late fee' is extortionate and, in my view, unenforceable in law."

It won't be the first time that Dundee has featured in Mr Segal's parking ticket awards. At number eight in Mr Segal's first book was a group of disabled Dundee football fans who went to support their favourites at Dens Park.

When their specially-adapted minibus arrived for the match, the driver could not find a parking space.

The bus was spotted by a friendly policeman. He could see the passengers were disabled, with a wheelchair user and others with mobility difficulties, and offered to move some traffic cones so they could park outside the club shop.

When they got back after the match, having seen Dundee lose 3-1 to Gretna, they found that a parking attendant had slapped a ticket on the minibus, which had a disabled badge.

Dundee City Council rejected an appeal and they paid the £30 fine .

Fans group Dee4Life and the Dundee Supporters' Association heard about the situation and reimbursed them. The council confirmed the initial appeal found the ticket was correctly issued and explained the group's decision to then pay the ticket meant a second appeal was no longer possible.
