Like most cities in the usa the city of Atlanta has tight finances but now city officials are saying that they have no option and have to write off as irrecoverable debts $10 million dollars in parking tickets.
One city official said that the explanation for the write off is that that book-keeping was so deficient and data records so "incomplete" it would be exceedingly challenging to collect the unpaid debts due.
Barbara Payne who is the director of the Fulton County Taxpayer Foundation stated it is just far too much cash to write off.
The proposed write off printed in an internal city memo sent last
Tuesday to top city officials indicating why the court and finance officials say the city must write off the debt.
The chief financial officer wrote as follows:, "The city's auditors strongly recommend that all uncollectible accounts receivable be written off in a
timely manner."
Councilman C.T. Martin said that under Atlanta's previous city administrations, the city clerk's office was so "sloppy" much of the data is no good.
Surprisingly despite this poor data the finance department's memo quoting the total amount that is outstanding is specified to the dollar.
It is understood that the city council might come to a decision to review the matter.
Barrie's Comment: As a Chartered Accountant I am astonished that things could have got into such a mess. Clearly the mortorist has benefited from this chaos - so one wonders how accurate was the issue of the original parking tickets!
